Some tools involved in the apparatus include handgrips, piston-shot grapple-hooks, a gas powered mechanism, and an iron Wire propeller with plug in blades.

How likely is it to jam?

Honestly, if you're going to follow the AoT lore, then this should be made in skills. THe background being your "intense training" and this device would be one of your "Abilities". And each method of use being one of your Ranked Skills, being grappling the hooks on walls... pulling things in, hitting people with them....
