Legendary:
Articuno, Zapdos, Moltres, Raikou, Entei, Suicune, Regirock, Regice, Registeel, Latias, Latios, Uxie, Mesprit, Azelf, Heatran, Shaymin, Victini, Cobalion, Terrakion, Virizion, Keldeo, Torndus, Thundurus, Landorus, Meloetta, Genesect, Diancie

Sacred Legendaries:
Mewtwo, Mew, Lugia, Ho-Oh, Kyogre, Groudon, Rayquaza, Deoxys, Dialgia, Palkia, Giratina, Cresselia, Darkrai, Regigigas, Reshiram, Zekrom, Kyurem, Xerneas, Yveltal, Zygarde

Forbidden Legendaries:
Jirachi, Arceus (both are Forbidden for obvious reason, unlimited wishes and the power of creation. Note, this does not mean that they will not appear.)

Lists may change

Legendary- These legendaries are the least restricted of the three groups. Creatures of this category are powerful creatures, and are extremely hard to befriend or catch.

Sacred Legendary- A more restricted tier. Only higher class players have access to these forces of nature and are only allowed 1 per player. These creatures process powers that could shape nature itself. These creatures are not caught, they will themselves to join a team of only the highest merit.

Forbidden Legends- Turn back now. No player will be allowed to hold these devastating forces. These creatures power are beyond nature. They either slumber for millennium due to their power, or exist on a much higher plane of existence.

So I'm thinking make the Legends of Legendary rank, and the Uppers as Sacred. Obviously it would be restricted to what the creature can actually do... But...

Ideas?
