The brooch emanates a bright light that seem to cover Shira’s body during an attack to mask the attack or force the opponent to shield their eyes or they would be blinded for one post if they are level 30 or below. This works for one post and has a two posts cool down.

You don't get to blind anything. At most, you cast a bright light 5m all around you. It doesn't blind. Just a light.
