Hell is Bureaucracy

Alexei stood at the Oak Town Passport Center on this very windy day, a deep scowl on his face. If there was anything that showcased the reasons he hated order, it was bureaucracy. When everything had to be processed, society slowed to a crawl; life became nothing but moving from one tedious piece of paperwork to the next. It was much better when everybody could travel freely; not only was there significantly less paperwork involved, it encouraged free transfer of goods and information between the Kingdoms. That second goal would be a large step towards Alexei's goal of making Pandora accept freedom; it would be rather difficult to bring down all of the Passport centers in Pandora, however. That was why Alexei was here; even though Pandora would eventually be free, he needed a passport to travel between Kingdoms for now. That didn't mean, however, that he had to get it in a legitimate way.
Alexei's frown diminished as he entered the Passport Center.

The first thing Alexei noticed when he entered the Passport Center was the massive amount of people present. They were of all socioeconomic statuses, races, and backgrounds; some of them weren't even human, he noted as a catlike humanoid was welcomed to the desk up ahead. The large amounts of people were good; the more people were here, the better his plan would go. His Soul Gaze also alerted him to the fact that the emotions around him were perfect as well; annoyance, boredom, and anger abounded in this small, cramped government building. Alexei's Hedonism ability was pushing these emotions to the surface as well; as he watched, a small scuffle began around halfway down the line and had to be broken up by two nurses. Alexei's frown had completely disappeared by this point, and he in fact began to smile; this was absolutely the perfect scenario that he had hoped for. All that was left was to set things in motion.

After concentrating for a moment, Alexei cast his Disarray ability, doubling the effectiveness of Hedonism and preventing other magic from being cast. The effects were seen almost immediately: The small scuffle ahead of him turned into a fight, then a brawl, then a full-on riot as everybody within a 20m radius of Alexei went berserk. Alexei simply sat back and laughed, dodging when one of the rioters came at him; none of the men who attacked him were very good fighters, so it was easy for the God to keep them at bay. Alexei watched the riot go on for a few minutes, chuckling as they smashed everything around them (including each other) before deciding it was time to get what he came here for. The God of Chaos slowly made his way towards the front desk, where the passport printing machines were. He only hoped that some idiot hadn't destroyed them before he got there, or he'd have to go and try this again (not that he didn't enjoy it, of course).

Alexei breathed a sigh of relief as he reached the front desk: despite dents and scratches all over the desk itself, the computer and passport printer itself were still in working condition. Alexei vaulted over the desk, taking care not to land on the concussed woman who had been running this particular machine. He sat at the computer, typing in the necessary information for him to print his passport. After entering all the information and starting the printing process, Alexei turned and looked at the chaotic riot he'd created. Part of him felt bad that people were getting injured by this, but the other part of him didn't particularly care; as long as the stale parts of society were being removed, it said, a few casualties was worth it. He looked down at the concussed woman, lying on the floor; was destroying a station worth this woman maybe dying? He'd have to consider it. Alexei looked over absentmindedly, realizing that his passport was done.

Just as Alexei grabbed his passport, the sound of sirens could be heard outside. Alexei grit his sharpened teeth together; that had been faster than he had expected. It was no matter, however; he had what he came here for, and Disarray was wearing off. They wouldn't arrest anybody; how could they, when an entire Passport Center suddenly went mad? He could leave knowing that nobody's freedom for be restricted.

Alexei suddenly realized that he couldn't leave through the front door; he'd be a sitting duck for the police then. He'd have to make his own exit. Looking up, Alexei focused his energy and concentrated. A bolt of dark green, crackling energy shot out of his hands, striking a section of the ceiling. Another burst of concentration caused four lances made of light to appear; with a flick of his hand, Alexei sent them all flying towards the same spot the energy bolt had struck. The weapons dissolved, but the concrete did not; Alexei scowled. A quick glance over his shoulder revealed that the police were about to enter with their guns raised; he would have to take drastic measures.

A wooden key suddenly appeared in Alexei's hand; his Keyblade, Bark of Oblivion. Leaping into the air, Alexei struck the spot he had hit before with the Keyblade. That seemed to do the trick; the concrete crumbled as the Keyblade stuck through, just as the door to the Passport Center flew open and police streamed in. "Freeze!" One of them cried, gun pointed directly at Alexei. "We're taking you in for questioning."
Alexei looked at the policeman who had spoken, smiling. "Silly officer," he said, making sure his razor-sharp teeth were on full display. "Do you think your laws can hold a God?" He looked up, letting out one more burst of concentration while lowering his weight to the minimum. Just as the officer let loose a burst of rounds, Alexei activated Flashpoint, teleporting him through the hole in the ceiling and into the windy day outside. The wind picked up the almost zero-weight Alexei immediately, carrying him out of the range of the officers' guns. He simply smiled down at them as he drifted away, going further and further from the ruined Passport Center.
