Neutral/Enemies - These groups keep their distance and generally do not work well with each other.
Enemies - When encounter, these organizations will fight given the chance. They are rival groups.

The Legion of Neutrals was a group began by Kaseki and Aknaid. This group is based in Urban City hidden in the streets and city. These people believe in solving the world's problems. They make it their mission to clean out Urban City, and make Pandora a generally better place. Together they are the task, police and council of Pandora. The lesser members tend to clean up the city in their own ways, almost in a Robin-Hoodesque manner.

They are a group that fight for the light. They are heroes in every sense. They have taken notice the weak points of the ninja villages and often travel between them, strengthening bonds.

Majestic Majesty:
The Goals of this organization is for one, keep the City of Hearts safe from dark forces. But other goals are to make sure Trade is thriving and take on any Job that will help the people of the City. Beyond the city the goal is to gain magic Items and to go on Quests for treasures in order to better the Organization and Boost Reputation. The Long Term Goals are Expanding outwards to nearby cities in order to take out the Dark Organizations surrounding the City and to Eventually start hunting Bounties.

A group of warriors, fighters and other beings that right for what is right. They believe in forgiving crimes if you have paid for your wrong doings.

Snake's objective is to collect the skills that the strongest of the strong have. They want to collect each skill and have it in their possession. They seek Saiyans, Slayers, Sharingan users, Byakugan Wielders, Swordsmen, Keyblade wielders and anyone of power. They know they are weak, and will make up for it with numbers. They are built of the remains of a group known as the "Village Hidden In Sound" as well as a group known as "Serpent". Together they have come together to create "Snake."

After the fall of the Agency, chaos wreaked havoc in Urban city. The organization that had kept such a tight grip on the various convicts, criminals, and power hungry psychopaths had been "Disbanded". Mido was hesitant to say the least to take over the organization. She loved the freedom as much of anyone else, especially now that the nameless virus was off her back. However, after a few months she began to realize that this new found "freedom" was not only quite boring, but it was causing quite a bit of mayhem. She didn't necessarily want to take over the organization, however, there were several contributing factors to starting one. Mainly, the disadvantages of not being in an organization. However, order also needed to be restored to the people of Urban city. So, Lilinette took control, so to speak. Sphinx is founded on Lilinettes soul purpose in life, gaining knowledge to create power. Now, Lilinette travels the world for not only the purpose of finding knowledge, but for requirement. Finding powerful people, people who have been wronged by the governing forces of Pandora, and using that pent up anger to help her reach her goal.

Twilight Dragon was founded by Rin a short four years ago in Illuminatos Town in the Kingdom of Fiore. Rin was a mage of high ranking who did only what she felt was right. Her and her guild were like a family. However, one day, Rin woke up to find herself in a strange and mysterious place known as Pandora. She didn't know how this happened. She has now re-established Twilight Dragon in the land of Pandora. Rin is still exploring this mysterious and strange world all while trying to find her lost comrades. The name was later changed to "Fairy Tail" when Rin mysterious disappeared,

Blood Horizon:
Blood Horizon, an organization all based around power. Janna founded this organization in order to gain more power, after her training with Metalicana, the dragon that taught her the slayer Arts. She decries more power, she thirsts for it, and so she started Blood Horizon in order to gain furthur power, and from there it grew from a few members very quickly. People heard of the organization seeking to gain as much power as possible, and those who wanted power flocked to the organization, having heard of who Janna was. Though it never grew incredibly large, the organization gained a small following, as well as a few solid members.
The organization based itself in the mountains of De Fiore, in minerals rich areas, as tribute to Janna, who preferred an area with metallic elements, and some rarer as well, so she could draw upon the power of these elements were a stronger organization to target her. This choice also protected them from some enemies, as trekking this mountains and attacking a mountain base wouls be difficult foe any ordinary enemy. Now living in the mountains, the organization is doing well, and aims ever higher, to become the most powerful in the world.

Established in a world lost to the ages, the guild was created by worshipers of the Phoenix, god of Chaos, Life, and Death. Upon seeing creation flourish and disappear from the land as was decreed by the universe’s creator, they, too, saw it upon themselves to take on the task. Following the path of assassins, they quickly ranked reputation before they abruptly disappeared from the world’s eye. Now, centuries later, the once famous Pryde clan has risen from the ashes and become a beacon to those that follow the dark paths. All are welcome but only few ever obtain the chance to venture in.
To put it lightly. the guild believes that it is their god-given right to rule and govern the world as they see fit. They believe that the only true freedom and order is found within the walls of Hell Fire. Their goal is to polish their skills and work amidst the shadows as they await the right time for their debut upon the world. For now, Hell Fire is known as the Mafia of Gotham City and specialize in bounty hunting, assassinations, and intel gathering. They are also known for their expertise in the occult.
