This is not mandatory for you to use. Anyone can join a Organization at any time. This is for those who just want to expedite their admission into an Organization. Your admitance can only be approved by the Guildmaster themself, or and Ace of that Organization. An admin will be the one to color you.

Please note, all Organizations leaders do reserve the right to deny your admittance, or request an RP prior you joining their group. After all.. they are the leader.

Reason Well, Sindra himself wants to be part of an organization, since it would provide protection if he needed it. At the same time, he fits in with Snake's undercover theme, as he himself doesn't reveal himself to be inherently in every day life, and even disguises himself when he's preforming questionable acts. Also, Snake's goal to get powerful skills correct? Although he doesn't have a lot of power right now, The power of the Wild Card has a lot of potential and uniqueness which I feel like Unknown would be interested in.

Reason Viral sees the state of society today as disgusting and revolting. He strives for a more orderly world, or at least a position upon which he can enforce equality and order. He will take any means to achieve these ends, and he has determined that, out of all of the organizations in Pandora, the Agency is the best means to his end.

Of course, there is another reason for him to join the Agency. The Agency is well known for their genetic experiments, very similar to the process that lead to Viral's birth; if he can stop at least one of the creations from suffering the same fate as he did, he will be content.
